In the 1930s it became clear that a lack of water was delaying Gedera's development. At a meeting of its governing committee it was decided to establish a cooperative, Be'er ("Well"), which administers the town's water supply to this day. In 1935, a three-story water tower was built. The ground floor was used as a classroom, and later as the teacher's lounge for the nearby school; the second floor was used as a weapons room for the Notrim, the Jewish police force under the Mandate, and the third floor was for water storage. The roof was used as a lookout and guard post, and the moshava's alarm bell was installed there.
